CDR Lars McCarter serves as the Director of the Network Operations & Security Center (NOSC) and Current Operations (CGCC-33) at Coast Guard Cyber Command (CGCYBER). He is responsible for day-to-day operations, maintenance, and defense of the Coast Guard’s information environment.
Prior to leading the NOSC, CDR McCarter served as the Director of the Coast Guard’s Cybersecurity Operations Center, which recently combined with the Centralized Service Desk, the Enterprise Service Operations Branch, and the Cyber Protection Team to form the NOSC.
Other recent tours of duty include Deputy Director - J6 & Chief Engineer of the White House Communications Agency, developing secure communications systems and leading advanced team missions for the President, and Chief of the Weapons & Tactics Section at United States Cyber Command Directorate of Operations (J3), responsible for development and operation of offensive cyber weapon systems.
He is a graduate of the United States Coast Guard Academy class of 2002 with a Bachelor of Science in Electrical Engineering, and holds advanced degrees in Electrical Engineering from Virginia Polytechnic Institute, Business Administration from University of Phoenix, Cybersecurity from George Mason University, and Cyber Leadership from National Defense University. He holds a variety of commercial and government information technology, cybersecurity and program management certifications.
