. Chief, Prevention Division, Eighth District
As the Chief of Prevention for the Eighth Coast Guard District, Captain Kaminski oversees Coast Guard Auxiliary, recreational boating safety, foreign and domestic commercial vessel compliance inspections, port facility safety and security, merchant mariner credentialing and marine casualty investigations throughout a 26 state region. Prior to his current assignment, he served as Commanding Officer of Activities Europe where, as Officer in Charge, Marine Inspection, he ensured U.S. commercial vessel and foreign cruise ship compliance with regulations and international conventions throughout Europe, the Middle East and Africa. He also oversaw the International Port Security Program's efforts to meet the congressional mandate to verify implementation of the International Ship and Port Facility Security Code in 83 countries.
As Chief of the Vessel and Facility Operating Standards Division at Coast Guard Headquarters, he coordinated with classification societies, professional mariners, and industry organizations to develop regulations for vessels, facilities and offshore platforms. He also served as the Designated Federal Officer for the National Offshore and Towing Safety Advisory Committees and as liaison to the Bureau of Safety Environmental Enforcement.
As Deputy Commander of Coast Guard Sector Ohio Valley from 2011-2014, Captain Kaminski served as Alternate Captain of the Port, Officer in Charge of Marine Inspection, Federal Maritime Security Coordinator, Federal on Scene Coordinator, and as Search and Rescue Mission Coordinator for over 3,000 miles of commercially navigable Western Rivers spanning 10 states.
Following his first assignment as a deck watch officer in USCGC DILIGENCE in Wilmington North Carolina, he served as a marine inspector and senior investigating officer at Marine Safety Office Jacksonville, Florida from 1996-2000. From 2001-2004 he served as Comptroller at the Coast Guard Command and Control Engineering Center in Portsmouth, Virginia where he managed finances associated with developing, fielding, training and supporting advanced electronic command, control and navigation systems. From 2004 thru 2007, he served as Supervisor of Marine Safety Detachment Nashville, TN where he managed maritime safety, security and stewardship missions for nearly 1,000 miles of navigable waterways throughout the Tennessee and Cumberland River systems. From 2007-2011, he managed military and civilian pay accounts for the Coast Guard’s Deputy Commandant for Mission Support and Chief Financial Officer.
Captain Kaminski holds a Bachelor of Science degree in Management from the Coast Guard Academy and a Master’s in Business Administration from the College of William and Mary. Among other personal awards, he is a recipient of three Coast Guard Meritorious Service Medals, the Coast Guard and Army Commendation Medals, and the Department of Homeland Security Chief Financial Officer’s Exceptional Service Award. Captain Kaminski is married to the former Jennifer Bartlett of Asheville, North Carolina and they have two sons, Thomas and Jack.
